53 junior prosecutors candidates, prosecutors, investigating magistrates, criminal judges and judicial and prosecutorial assistants working at the regional and district level were enrolled as participants in the e-learning course on “Domestic Violence in Cases of Factual and Legal Complexity” organized by the National Institute of Justice within the project “Preventing and combating violence against women and domestic violence” funded under the “Justice” Programme of the Norwegian Financial Mechanism 2014-2021. The one-month e-learning course, which started on 11 May 2021 was developed as a follow-on training to the e-learning course on the “Criminal law aspects of Domestic Violence” (piloted within the project “Innovative products and services in the training, delivered by NIJ” funded under the Operational Programme “Good Governance” and integrated within NIJ training curriculum). It addresses the current training needs of Bulgarian magistrates in the field of recognition, substantiation, qualification and individualization of liability for criminal acts of domestic violence with regard to the latest amendments introduced to the Criminal Code and the Criminal Procedure Code as well as the identified problems related to the integration of the relevant international and European legal standards in this field. The e-learning course covers individual work with training materials, group work activities supporting the exchange of good practices and experience (including case studies and forum discussions) and a final test. The current training is aimed at building up of profound knowledge and skills for legal professionals to support their activities for recognition of domestic violence acts and their differentiation from similar phenomena as well as for qualification and individualization of cases of factual and legal complexity and combined application of different Criminal law institutes. The training course seeks to contribute also to enhancement the interdisciplinary knowledge of the Judiciary for the domestic violence phenomenon to serve the needs of legal qualification and individualization and the formation of professional attitudes towards domestic violence that correspond to the legal requirements, international standards and the best practices for their implementation, established in this field.
