The present activity includes an assessment of the pilot cooperation mechanism aimed at supporting the victims of gender-based and domestic violence, established at the regional level by the National Legal Aid Bureau (NLAB) at the regional offices of the Ministry of Interior (MoI), the Ministry of Labour and Social Policy (MLSP), the Judiciary, Bar, municipality and other regional structures, competent in this field. As envisaged, the assessment of the pilot local cooperation mechanism should contribute to ensure the effective implementation of the international requirements and standards for protection of fundamental rights in the area of violence against women and domestic violence through its contribution to the elaboration of a sustainable mechanism that shall coordinate, implement and evaluate the measures and policies for prevention and combating violence against women undertaken by the Bulgarian State to fulfill its obligations in this area.
Partner in the activity is the Ministry of Justice (MoJ) as a leading institution responsible for its implementation, on the basis of the statutory competence of the Ministry of Justice in this area.
The evaluation of the pilot local cooperation mechanism established under the PDP No 9 will be carried out by a working group constituted by the Minister of Justice and composed of experts from the MoI, MLSP, MoJ, the Ministry of Healthcare and/or other institutions or organizations with competences related to the domestic and gender-based violence. The working group will carry out an assessment of the effectiveness of the local coordination mechanism, established under the pre-defined project No 9, taking into account, its effectiveness to the objectives set when it comes to its establishment and the sustainability of the achieved results, the practical relevance of the mechanism to the needs of protection of the persons who use its services and the correspondence of the elements of the elaborated model to the national policies and measures in the concerned area.
The results of the assessment will be presented at a final meeting organized for this purpose which will involve representatives of all stakeholders.
Activity outcomes:
- A working group for assessment the effectiveness of the local coordination mechanism established under PDP No 9 constituted;
- An evaluation report on the effectiveness of the pilot local coordination mechanism supporting the victims of gender-based and domestic violence, established by NLAB under PDP No 9, elaborated;
- Final meeting of the working group held with representatives of the competent institutions and non-governmental organizations where the results of the assessment carried out are presented.
